The two layers that matter

The federal layer is FEMA's Flood Insurance Rate Maps: Special Flood Hazard Areas (zones beginning with A or AE) where flood insurance is required for most mortgages and building is heavily regulated. The local layer is Chapel Hill's own floodplain and stream buffer regulations, which can restrict land-disturbing activity even outside the federal zones.

A property can be partly in and partly out — flood zones follow the creek, not the lot line. The question is rarely 'is this property in a flood zone' and almost always 'which part of it is'.

What a flood zone changes

  • Building: new structures and substantial improvements in mapped flood hazard areas face elevation and permitting requirements.
  • Insurance: federally backed mortgages in Special Flood Hazard Areas require flood insurance.
  • Additions: expanding a structure in the floodplain is treated much more strictly than building outside it.
  • Resale: flood zone status must be navigated at sale and affects some buyers' financing.
